Gender Responsive Budgeting locally

Gender-responsive budgeting at the local level (BGJP) deals with the implementation of the concept of inclusion of gender equality mainstreaming policies and practices within the budget process. This implies the analysis of gender base budgets, including a gender perspective into all levels of the budgetary process and restructuring revenues and expenditures in order to promote gender equality. Over the past years, the Fund for the development of the United Nations Women (UNIFEM) has supported non-governmental organizations of Southeast Europe, to take various initiatives aimed at promoting the use of gender-responsive budgeting. Activities in the area of gender responsive budgeting have been conducted in four countries: Albania, Bosnia and Herzegovina, Macedonia and Serbia. The aim is the advancement of national and international obligations to gender equality, through inclusion of gender perspective in the process of creating policies and budgets to the issue of strengthening women’s participation in the processes of accommodation and observation. In the Republic of Macedonia, the activities in the field of gender budgeting at local level përgjegjsëhëm are realized within the project financially supported by the Embassy of the Kingdom of the Netherlands. This draft is realized during the period December 2008-April 2010 in two pilot municipalities, the municipality of Tetovo and Bitola municipality.

This project directly contributes to the implementation of National Action Plan for Gender Equality (NAPRE) 2007-2012, especially to the following activities provided in the area of “strengthening institutional capacity and mechanisms for incorporating a gender perspective in public policies, strategies and action plans and the inclusion of methods of gender budgeting at national and local levels. ” Project aims:
• Strengthening the capacity and obligation of government officials involved in the politics of budget approval process in two municipalities R. Macedonian Parliament members about gender responsive budgets;
• Strengthening the capacity of local NGOs and municipal committees in both R. Macedonia for gender responsive budgets;
• Enlargement of partnership between the barabarsisë loguesve gender among NGOs, gender equality commissions, local councilors and local government officials of both municipalities R. Macedonia;
• Network of factors that commit to strengthening gender-responsive budgeting at regional and sub regional level, through exchange of experiences between the Republic of Macedonia and other countries of Europe and other European countries juglinodore.
