Adapting environmental inspection for the implementation of new national legislation
Order an inspection of environmental protection to enable the implementation of very demanding EU legislation in this area, initiated the project “Adapting to environmental inspection for the implementation of new national legislation in the field of environmental protection”, financed under the PHARE in 2005. for Croatia, and his final ceremony was held today in Zagreb.
The total project value is 2.046 million euros, a share of the European Union is 1,902.468, and the Croatian 144,156 euros. Project implementation began in January 2008., Was completed in November, the 2009th, and he spent the Irish company PM Group and the Ministry of Environment, Physical Planning and Construction.
State Secretary for inspection work in this ministry Josip Blazevic-Perušić said that this is one of the most important projects under the PHARE 2005. concerning the adjustment of the environmental inspection implementation of very demanding EU legislation in this area. She added that the project consists of four components, the aim of which was to enable the inspection of environmental protection and other inspections and the competent authorities and inspectors to understand and implement demanding European regulations on the environment. She stated that implementation of the project gained vast experience.
The project objective was to ensure that the Ministry can respond to increased needs of the environmental inspection and administration support for the inspection work, as the competent authority of the ministry, the training of inspectors on the new regulations on environmental protection, according to the will of the EU acquis and implemented in Croatia.
Project manager Jack O’Keeffe said that in the context of Croatian accession to the European Union important to note that when changes in the environment, ie to include more activities of large plants. Until now, environmental monitoring based on the allowed values of emissions and the application of certain codes, and environmental inspection are checked compliance with the emission limit values and compliance with the Code. Recently a new approach based on cooperation, the cooperative has made plans to drive their own environment, and the inspection body that controls and plans. The novelty was called. IPPC permits based on the group conditions of environmental protection, said O’Keeffe.
Second Secretary of the Delegation of the European Union in Croatia Richard Mass said that track work on the project because the environmental protection an important part of the portfolio of the EU and because it is a very tricky area. He announced that the project continues this year as part of the IPA 2008th where they will seek to improve coordination and cooperation between the environmental inspection and the judiciary.
